The State Department Consular Fellows Program Language Test

If you are applying for a Foreign Service Officer position with the United States Department of State, there is a good deal of testing involved in the application process. One of the tests is the Consular Fellows Program Language Test. The Consular Fellows Program Language Test is a language screening test administered by the Foreign Service Institute’s Division of Language Testing and Assessment (FSI). It is the second stage of the application process for candidates who have passed the Qualifications Evaluation Panel (QEP). The test is used to assess a candidate’s proficiency in Mandarin, Spanish, Arabic, or Portuguese.

The following account of taking the Consular Fellows Program Language Test was written by former Lawrence student.

“This is my experience taking the Consular Fellows Language Test. Disclaimer: I took the test in late September of 2022, so it is possible that the test structure may have changed by the time you are reading this. I am writing this for you because when I was preparing for my Language Test, there were very few resources out there to get me familiar with what the test was like. Hopefully, you will find this helpful.

To begin, you will meet two people during the test, one test proctor and one native speaker of the language you are testing for. You will be talking with a native speaker most of the time, the test proctor will give you directions in English and you direct any questions you have about the test to them.

Speaking Test (30 Minutes)

The Speaking Test is technically an OPI (Oral Proficiency Interview). Information on the OPI can be found here. The test is broken up into three parts (the warm-up, discussion, and interview of the tester). It is important to mention that in the test: What you say does not really matter, all that matters is that you can say whatever it is you are saying. Try not to say anything in your native language, only speak in your target language. The Speaking Test is only concerned with that and how you communicate in your target language. So, you could technically lie in all your answers, just as long as all that you are saying is grammatically correct and in your target language.

Part 1: Warm-up

The State Department description is, “The examinee and tester have a discussion centered on biography, current events, or other topics.” That description is accurate to my experience. The native speaker asked me to introduce myself. You can include details like where you go to school, what you study, recent travels, hobbies, etc. Note: Anything you mention here, even in passing, can be taken by the native speaker and they will ask you to expand on the thing you mentioned. Just make sure that with anything that you say, you are prepared to talk about it further and in your target language.

Part 2: Discussion

The State Department description is, “Discussion prepared and presented by the applicant, from a list of topics presented to the applicant.” From my experience, the title “Discussion” is misleading, Part two was much more like an oral presentation. You get 7 minutes (or so) to talk about/make a case about a topic of the test proctor’s choosing. This is not a discussion; it is a speech you think up on the fly. The test proctor will tell you the topic and give you a couple of moments to think about a response, then you will have to present whatever it is you want to say about the topic. Topics like politics, climate change, a recent international economic catastrophe/success, and any general global event all are fair game to be asked to talk about. After my test, I asked the test proctor if you were presented with a topic you have no knowledge of, can you ask to get a new topic. And unfortunately, you cannot. So, during Part two, just work with what you have and what you know.

Part 3: Interview the Tester

The State Department’s description is, “You get the chance to interview the tester.” That description is accurate to my experience. The test proctor gives you a topic to ask the native speaker questions about. After the native speaker is done answering, the test proctor will ask you to report back to them (in English) on what the native speaker said.

The Reading Test

You get to read two passages (each about one page in length)  You get 12 minutes per passage to read, and you can take notes during this time. After your reading time is up, the test proctor will ask you to tell them about what you read. Here, say everything you know about the passages. The two passages will be on topics pertaining to the country/countries where your target language is spoken, like a social phenomenon, current events, modern politics, and the state of that country’s economy.”

How to Prepare for the Test

● Brush up on vocab words you might need to know or that you might want to use during the speaking test

● Get used to reading the news in your target language

● Read up on current events (in English and your target language) to prepare for the speaking test

● Speak in your target language as much as possible. Talk with a friend in that language, and talk to yourself in that language

● Listen to your target language as much as possible. Listen to music in that language, watch movies/TV shows/the news from countries that speak that language

● Make an appointment to do a practice OPI. Ask your language teacher to sit down with you and do a practice OPI or just have a conversation in your target language

The Colin Powell Leadership Program

In late 2022, the U.S. State Department launched the Colin Powell Leadership Program “to further advance the Department’s commitment and efforts to hire a workforce representative of all segments of society and in support of the department’s modernization agenda.”  The program provides opportunities to pursue careers at the Department of State.

Named after the former Chairman of the Joint Chiefs of Staff and U.S. Secretary of State, this program provides paid fellowships to recent college graduates and paid internships to students who enrolled at accredited institutions of higher education.  Both paths may lead to full-time employment opportunities at the State Department and will develop future leaders through training, mentoring, and on-the-job experience.

To be eligible for the Colin Powell Leadership Internship Program, applicants must either be an enrolled or current student, on a part-time or full-time basis, pursuing their bachelor’s degree in a qualifying post-secondary educational program.  A cumulative GPA of at least 3.2 out of 4.0 is required.  The duration of the internship program will be determined by the participant’s anticipated graduation date and may not exceed four years from the initial appointment to the program.

Applicants for the Colin Powell Leadership Fellowship Program must have received a baccalaureate or graduate degree within the last two years with a cumulative GPA of at least 3.2 out of 4.0.  The fellowship program is a one-year paid developmental program.

Internships and Fellowships with the U.S. State Department

For the many Lawrence students interested in our growing International Relations program, getting field experience is a very helpful complement to what is being taught in the classroom. If one is seeking that experience in Government, the U.S. State Department is the place to look.

The Department of State has numerous options available to students looking for hands-on experience in the world of international affairs. But the wide array of options can be dizzying to look through and understand. Luckily, the State Department recently added a page to their web site that groups all of their fellowships and internships in one place.

The State Department Internships/Fellowships page is divided into three sections.

The Programs section provides brief overviews of how the internship process works and a summary of the Pathways Program and Foreign Service Fellowships. The more robust Internships section is for current college students and provides a great deal of detail on the Pathways, Department of State, Foreign Service and Virtual Federal Service internships. The Fellowships section is for graduates and some current students and provides details on long-running programs like the Charles B. Rangel International Affairs Program, Thomas R. Pickering Foreign Affairs Graduate Fellowship Program, the William D. Clarke, Sr. Diplomatic Security Fellowship as well as newer programs like the Colin Powell Leadership Program.

Government Gap Years

If you are interested in working in government but you’re not quite ready to commit to a career, or if you are simply looking for something to do between Lawrence and a career and have a background in government, you might want to consider a government gap year. In the following paragraphs, then, I will outline the most prominent programs and what they broadly entail.

Pathways Recent Graduate Program

The broadest program for government gap years is the Pathways Recent Graduate Program. Most broadly, the Pathways program is designed to “provide students [and recent graduates]… with a wide variety of educational institutions, from high school to graduate level, with opportunities to work in agencies and explore Federal careers while still in school and while getting paid for the work performed” (“Students & Recent Graduates”). The Recent Graduates Program, as the name implies, is generally open to students who have graduated in the last two years. An important caveat, as with many government programs, is U.S. citizenship. Interns must have U.S. citizenship by the end of their one-year program. What sets the Pathways program apart is the fact that it is administered by nearly every federal agency. This means that students with interests as differentiated as agricultural and diplomacy could both find Pathways internships working with the State Department and the USDA respectively. Such a variety of programs, nonetheless, makes it difficult to talk about specifics. Most broadly, recent graduate interns are expected to work full-time for a year, for pay, while learning the ins and outs of their agency. Excitingly, one of the benefits of the program includes the possibility of being offered a full-time position at the end of the internship, thus making Pathways an interesting program even for those more certain about a career path with the federal government. Peace Corps

One of the most prominent gap year programs is the Peace Corps. Broadly, Peace Corps members are deployed to countries around the world where they learn the local language, typically live with a host family, and volunteer their time working on projects ranging from education to community economic development. While experience in the Peace Corps is not an internship with a government agency per se, its challenges of working abroad, fostering cultural and linguistic competencies, and working to support development overlap significantly with many positions in the State Department and USAID. The benefits of the Peace Corps include a stipend of $10,000 upon completion of the 2.5-year program, tuition assistance to a broad list of graduate school programs under Paul D. Coverdell Fellowship, and a higher likelihood of getting a job within the federal government. To learn more, check out the Peace Corps website and get in touch with a local representative. 

State Government Gap-Years

State governments generally have fewer gap year opportunities than the federal government for recent grads, that being said, many states do offer some form of an internship. In Wisconsin, there appears to be only one opportunity for recent grads, namely the Department of Transportation Internship Program. This program can see interns working in a wide variety of areas while “networking with other interns, state government employees, and management” (“Division of Personnel Management Student Internships”). State internships are likely to vary greatly, so it is wise to investigate the programs offered in your state when considering gap years.

AmeriCorps

AmeriCorps, much like the Peace Corps, is a service-based experience in which recent grads can gain experience working to help communities in areas ranging from disaster recovery to education. As the name implies, however, this program sees volunteers help communities in America. It is important to note that AmeriCorps workers work through an NGO partnered with AmeriCorps rather than AmeriCorps itself, thus, volunteering doesn’t constitute government work. Nonetheless, volunteers, who dedicate between a summer and a year of their time to the program are granted not only a reasonable living stipend and student loan repayment assistance but also professional development resources that can help kickstart careers in non-profit and governmental industries. Additionally, dedicating a year of your life/resume to government-sponsored service certainly helps one stand out to potential government employers. Virtual Student Federal Service Internship

Among the internships offered by the Department of State, the most accessible in terms of acceptance rate while also granting interns valuable insight into a career in the State Department is The Virtual Student Federal Service internship.

The Virtual Student Federal Service Program is best summed up in an advertisement posted by the federal government. It states: “1: State & other U.S. agencies post unclassified projects that might leverage talent. 2: U.S. college, masters, Ph.D. & post-doc students apply to three projects. 3: … and that’s it! Selected interns work virtually for agencies Sept-May.” To apply, interns (which must be U.S. citizens) simply go through the U.S. federal jobs platform USAJOBS, and, after creating an account, submit a “resume, transcript & short responses” (“How It Works”). To make things even easier, the Career Center has already released an article on how to create a USAJOBS account—just click this link. Here, It is worth noting that federal agencies other than the Department of State participate in the program, however, it seems that the Department of State is particularly active in the program.

If the Virtual Student Federal Service Internship has piqued your interest, you might be wondering what the experience is actually like. In general, interns work between September and May for roughly 10 hours a week. Furthermore, interns can work anywhere in the world. The internship is not paid, however, many interns receive credit for their work—something which feels particularly likely at Lawrence. It is difficult to discuss specifics, as the program is based around a nearly unending array of projects posted by the State Department; however, at the moment of writing, one project is already posted to the website which would see students work as research assistants on the Afghanistan Lessons Learned Project to examine “the goals, policies, strategies, and programs implemented” during U.S. involvement in Afghanistan (Virtual Student Federal Service). Given that the application deadline for this coming year is in July, more programs are likely to be posted shortly. An Interview with an Ambassador

A couple weeks ago I had the opportunity to speak with former Ambassador and Lawrence alumni Christopher Murray to learn more about life as a Foreign Service Officer (FSO) for the State Department. Among his many postings as an FSO, Ambassador Murray has served as the Ambassador to the Congo, Chargé d’affaires in Brussels, and Deputy Chief of Mission in Algiers and Lebanon. Here are some of the key takeaways of our discussion:

The work of an FSO is often predicated upon cultural integration and personal relations…

As a young FSO following the mining industry and transportation network in the Democratic Republic of the Congo, Ambassador Murray was encouraged to engage with the local community by higher-ranking officers. By integrating with his local community and eventually becoming an officer at his community’s golf club, Ambassador Murray was granted a much more authentic understanding of both the mining industry and those associated with it. For those who are interested in becoming an FSO because they are interested in engaging with foreign cultures and languages, it would seem that doing so is not only possible during one’s career, but necessary—at least as a lower-ranking officer—if one wishes to do their job well.  

FSO’s do have some agency regarding their postings…

FSOs, while carrying out the policies of the Executive Branch, are not supposed to assume independent political stances. Yet, what if one fundamentally disagrees with the politics that they are being asked to represent? Ambassador Murray himself served during a period when many of his colleagues vehemently disagreed with President Reagan’s South Africa policy and he made it clear that, although FSO’s have little agency regarding the policy of the Executive Branch, they do have agency pertaining to where they serve. Most of those FSO’s that disagreed with the U.S.’s South Africa policy simply refused to serve in South Africa.  

Rank isn’t everything…

Ambassador Murray spoke briefly about the promotional culture in the Foreign Service, stating that many young FSO’s fixate on quick promotions and climbing the hierarchical ranks of the State Department. Yet, although Ambassador Murray was granted the highest-ranking position in the Foreign Service, he himself was promoted very slowly throughout the first half of his career. In his experience, however, those who are promoted the quickest are not necessarily those who are the best at their jobs, but rather those who are deployed to countries that are largely hostile to the U.S. For a fulfilling experience as an FSO, Ambassador Murray insists that intrinsic motivation and a certain amount of perspective regarding the promotional system within the State Department are essential.

Internships are ideal…

The Foreign Service, while offering opportunities to extensively engage with politics, languages, and cultures that would otherwise be inaccessible, is also quite demanding. For security reasons, Ambassador Murray was, for example, forced to largely remain inside of his embassy’s compound at multiple postings. Additionally, FSOs are expected to rotate to different posts in different countries every three years. Thus, the Ambassador highly recommended pursuing an internship with the State Department before committing to a career in the Foreign Service.
