State Department Careers for STEM Students

Recently, U.S. Secretary of State Anthony Blinken addressed a group of students studying Science, Technology, Engineering and Math (STEM) at Purdue University.  During his speech, Secretary Blinken made an interesting argument for why a background in the sciences and technology can actually set someone up for a very successful career in the U.S. State Department.  Below is a transcript of his speech:

SECRETARY BLINKEN:  Thank you very much.  This is an amazing turnout.  I can’t believe there wasn’t something better to do.  (Laughter.)  Is there an extra credit or something?  (Laughter.)

Thank you.  Great to be with you.  We’ve had a wonderful day here at Purdue.  I was here with my colleague and friend from the administration Gina Raimondo, the Secretary of Commerce, and we spent the morning with President Daniels, with Senator Young and Governor Holcomb, and in part we were here to celebrate and spotlight the passage of some really important legislation, the CHIPS and Science Act, which is going to help ensure that the United States remains the leader in semiconductors and chip technology.

But what I had a chance to see here today firsthand is what an extraordinary institution Purdue is. And the thing that came most to mind to me was that it’s got to be one of the leading, if not the leading, human fabs for the next generation of people who are going to lead us, lead this country, into the technological future, into the scientific future, into the innovative future. And that’s an incredibly powerful thing and it’s – makes a big difference just being here in person, getting a feel for it, and getting to meet so many of you.

But there’s a particular reason that I wanted to come to this classroom today, and that’s I’ve got a devious purpose in mind.  We want you.  We want you to consider coming into government at some point in your careers, doing something in public service, and maybe even something at the State Department.  And I want us to talk about that just a little bit because it may not seem like the most obvious connection in the world.  Why is someone from the State Department, dealing with America’s foreign policy and our role in the world to coming here, talking to incredible people that were focused in STEM?  And it’s pretty simple, and this is what I wanted to share with you, and then I’m really eager to have a conversation.

I’ve been doing this for nearly 30 years, and as I was moving along and working on all of these different foreign policy challenges that we get, it became more and more apparent to me that so much of what we were working on, so many of the problems that we were trying to solve, actually had a profound connection to science, technology, innovation.  And often the answer, or at least part of the answer, had science and tech somewhere as part of it.

But here’s the problem.  Many of us who are working in government on foreign policy don’t come up through this lens of science.  We tend to be humanities majors; too many of us have law degrees – (laughter) – don’t need too many more of those.  And it really got to the point where I said to myself that we need scientists and technologists around the table just to tell us whether we need scientists and technologists around the table, because we need people to help identify not just the problems but a different angle on the solutions that some of us were used to bringing to the table.

And so we started to do things – this is back during the Obama administration, when I last served – to try to do just that, to actually bring more people from STEM disciplines into government, through internships, through fellowships, through new programs.  And now that I’m back doing this, we’re in – even more than we were just six or seven years ago – I think in an entirely different place in a few ways.

First, virtually all of the technology that is going to be already but will continue in even more profound ways to shape our lives, to shape the way we live, the way we work, the way we interact, the way we compete – each and every one of those, whether it is quantum, whether it’s AI, whether it’s biotech, whether it’s the chip itself, there is a profound connection between what we do here at home and what we’re doing around the world.  Here at home, we’re making the right investments, but around the world we have to find ways to bring others along, because the way this technology gets used – the rules, the norms, the standards that people agree on that govern their use – is going to have a profound impact in and of itself on the way that we live and the way that we work.  And is it going to happen in a way that reflects, we hope, our basic values of openness and tolerance and respect for privacy, or is it going to happen in a different way?  So we need to be at the table when we’re – all of these things are getting decided, and we need to have people at the table who actually know what they’re talking about.  So that’s one thing.

The other thing is so many of the problems we’re trying to solve, as I said, have a clear technology, innovation, science aspect to their solution.  We’re trying to figure out how to do a better job overcoming profound crises in food security around the world.  There’s going to be part of that where the answer is grounded in science, in technology, in agro science.  If we’re trying to figure out how to prevent the next pandemic, we know there’s going to be an answer that’s grounded in science and technology as well as in the policies that we pursue to advance it.

We’re trying to think about how we protect our economy, particularly dealing with climate change, and how we make an energy transition that makes sense, that keeps faith with keeping people employed but also keeps faith with trying to protect the planet.  That’s probably going to have an answer that’s also grounded in science and technology.

It’s a long way of saying so many of the things that we’re actually doing day in, day out at the State Department are all about many of the things that many of you are interested in, working on, and becoming expert in.  And I’m here to tell you that the State Department is one place where you can actually pursue that passion, pursue that interest, and do it in a couple of novel and interesting ways.

One, doing it working for your country.  That has its own value that’s hard to really quantify.  And two, getting to do it around the world in really interesting ways and engaging with incredibly interesting people.  So I really hope this is something that some of you will at least consider as you’re thinking about where you want to go, where your careers will take you.

I’ve had the experience, as you’ve heard, in working in government, working in the private sector, working in different pursuits.  And at least for me, there’s been something unique about getting to go to work every day and either literally or figuratively having a flag behind your back.  There’s something particularly special about that, hard to quantify.  And yeah, the benefits may be better elsewhere – (laughter) – but there’s something particularly special about that.  So I hope as you’re thinking about it, whether it’s now, in five years, 10 years, 20 years down the road, think about giving some time to public service.

I said this a little bit earlier today.  I know there’s a lot of cynicism about it and sometimes for every understandable reasons, but I can tell you from my own experience that virtually all the people that I get to work with every day, whether it’s in the administration, whether it’s in Congress, Republicans, Democrats, Independents – they’re all there because they’re trying to do what they think is the right thing to do to make the country just a little bit better, a little bit safer, a little bit healthier, a little bit wealthier, create opportunities for people.  We have disagreements about the best way to do that, and that’s fine.  That’s exactly what we’re supposed to be doing.  But most people are really motivated to try to do the right thing, and if you can find a group of likeminded people, you can actually get a few things done.

So that’s really what I wanted to share at the outset.  I’m eager to have some questions.  But I think it’s particularly interesting and important – I would like to have a colleague join us who has – I think can speak better than I can to how (inaudible) grounded in STEM and in the sciences actually can make a career in the State Department.  So Mahlet Mesfin,who is one of my science and tech advisers, let you say a few words and maybe share your own experience.

MS MESFIN:  Thank you, Secretary.  (Applause.)  It’s truly an honor to be here today with you and all the students at Purdue.  A little bit of background about me.  I have degrees in chemical engineering, a masters and PhD in bioengineering.  I became an engineer because I was interested in solving problems and I wanted to make the world a better place, and I liked science and I liked math.  But through my grad degree I realized that I could do that in many different ways.  And so I did one of the fellowship programs the Secretary mentioned, came down to D.C., and 10 years later, a few different career moves, here I am at the State Department as a senior advisor speaking next to the Secretary of State of the United States of America.  And I can truly say that that is never a path that I ever imagined would come.

I just want to talk a little bit about different career options – is it not on?  I’m sorry.  A few different career sort of tracks if you’re interested in policy careers at the State Department.  So STEM experts can come to the State Department and actually work in the areas in which you were trained, and that’s what you do day to day.  So people I work with on the teams that are out there around the world, sort of helping to address outbreaks of diseases, whether it’s Ebola or COVID or monkeypox or others.  There are teams there that are in the middle of negotiating with countries around the world about how we are going to protect our oceans and our biodiversity.  There’s people who are thinking through with international partners and domestic agencies as well how are we defining the principles that will dictate how technologies are developed and used.  So those are usually civil servants and they’re scattered throughout the department, and that’s one option.

You also have people who have STEM backgrounds who can come and not necessarily do anything that they’ve been trained to do, so they’re more generalists.  I’m one of those people.  On a day-to-day basis some things I think about are semiconductors or biotechnology or water security or internet freedom or kind of anything in between.  And so civil servants can be generalists, but we also have a Foreign Service track at the State Department, which is a generalist of a different kind.  And it’s exciting because you get to live all over the world; you get to be in embassies, and you get to change jobs, change countries every two or three years.  But you can have sort of an environment, science, technology, health portfolio, and we need more of those people around the world as well.

So whether it’s a subject matter expert or a generalist or anything in between, I think, as the Secretary mentioned, technology issues will continue to grow and to be so important, and we need people like you in the table – or at the table, in the room, really helping to shape and drive U.S. policy and diplomacy.  And it is a unique experience that you can get really nowhere else.

And so the last thing I’ll just say is I think that sometimes I feel like my career is kind of like a dream that I never knew that I had.  (Laughter.)  And so I think that it’s really exciting that all of you guys are here, here learning about these opportunities and kind of the realm of the possibilities.  And I hope that one day one of those possibilities will bring you to work for the department.  So thank you very much, and I turn it back over to you.  (Applause.)

Government Gap Years

If you are interested in working in government but you’re not quite ready to commit to a career, or if you are simply looking for something to do between Lawrence and a career and have a background in government, you might want to consider a government gap year. In the following paragraphs, then, I will outline the most prominent programs and what they broadly entail.

Pathways Recent Graduate Program

The broadest program for government gap years is the Pathways Recent Graduate Program. Most broadly, the Pathways program is designed to “provide students [and recent graduates]… with a wide variety of educational institutions, from high school to graduate level, with opportunities to work in agencies and explore Federal careers while still in school and while getting paid for the work performed” (“Students & Recent Graduates”). The Recent Graduates Program, as the name implies, is generally open to students who have graduated in the last two years. An important caveat, as with many government programs, is U.S. citizenship. Interns must have U.S. citizenship by the end of their one-year program. What sets the Pathways program apart is the fact that it is administered by nearly every federal agency. This means that students with interests as differentiated as agricultural and diplomacy could both find Pathways internships working with the State Department and the USDA respectively. Such a variety of programs, nonetheless, makes it difficult to talk about specifics. Most broadly, recent graduate interns are expected to work full-time for a year, for pay, while learning the ins and outs of their agency. Excitingly, one of the benefits of the program includes the possibility of being offered a full-time position at the end of the internship, thus making Pathways an interesting program even for those more certain about a career path with the federal government. Peace Corps

One of the most prominent gap year programs is the Peace Corps. Broadly, Peace Corps members are deployed to countries around the world where they learn the local language, typically live with a host family, and volunteer their time working on projects ranging from education to community economic development. While experience in the Peace Corps is not an internship with a government agency per se, its challenges of working abroad, fostering cultural and linguistic competencies, and working to support development overlap significantly with many positions in the State Department and USAID. The benefits of the Peace Corps include a stipend of $10,000 upon completion of the 2.5-year program, tuition assistance to a broad list of graduate school programs under Paul D. Coverdell Fellowship, and a higher likelihood of getting a job within the federal government. To learn more, check out the Peace Corps website and get in touch with a local representative. 

State Government Gap-Years

State governments generally have fewer gap year opportunities than the federal government for recent grads, that being said, many states do offer some form of an internship. In Wisconsin, there appears to be only one opportunity for recent grads, namely the Department of Transportation Internship Program. This program can see interns working in a wide variety of areas while “networking with other interns, state government employees, and management” (“Division of Personnel Management Student Internships”). State internships are likely to vary greatly, so it is wise to investigate the programs offered in your state when considering gap years.

AmeriCorps

AmeriCorps, much like the Peace Corps, is a service-based experience in which recent grads can gain experience working to help communities in areas ranging from disaster recovery to education. As the name implies, however, this program sees volunteers help communities in America. It is important to note that AmeriCorps workers work through an NGO partnered with AmeriCorps rather than AmeriCorps itself, thus, volunteering doesn’t constitute government work. Nonetheless, volunteers, who dedicate between a summer and a year of their time to the program are granted not only a reasonable living stipend and student loan repayment assistance but also professional development resources that can help kickstart careers in non-profit and governmental industries. Additionally, dedicating a year of your life/resume to government-sponsored service certainly helps one stand out to potential government employers. Virtual Student Federal Service Internship

Among the internships offered by the Department of State, the most accessible in terms of acceptance rate while also granting interns valuable insight into a career in the State Department is The Virtual Student Federal Service internship.

The Virtual Student Federal Service Program is best summed up in an advertisement posted by the federal government. It states: “1: State & other U.S. agencies post unclassified projects that might leverage talent. 2: U.S. college, masters, Ph.D. & post-doc students apply to three projects. 3: … and that’s it! Selected interns work virtually for agencies Sept-May.” To apply, interns (which must be U.S. citizens) simply go through the U.S. federal jobs platform USAJOBS, and, after creating an account, submit a “resume, transcript & short responses” (“How It Works”). To make things even easier, the Career Center has already released an article on how to create a USAJOBS account—just click this link. Here, It is worth noting that federal agencies other than the Department of State participate in the program, however, it seems that the Department of State is particularly active in the program.

If the Virtual Student Federal Service Internship has piqued your interest, you might be wondering what the experience is actually like. In general, interns work between September and May for roughly 10 hours a week. Furthermore, interns can work anywhere in the world. The internship is not paid, however, many interns receive credit for their work—something which feels particularly likely at Lawrence. It is difficult to discuss specifics, as the program is based around a nearly unending array of projects posted by the State Department; however, at the moment of writing, one project is already posted to the website which would see students work as research assistants on the Afghanistan Lessons Learned Project to examine “the goals, policies, strategies, and programs implemented” during U.S. involvement in Afghanistan (Virtual Student Federal Service). Given that the application deadline for this coming year is in July, more programs are likely to be posted shortly. Fighting Displacement: Three resettlement NGO’s that support the most vulnerable populations

You can see – and feel – the despair and fear on the faces of over 4 million Ukrainian refugees fleeing Russia’s advancing army.  Sadly, this is only the latest of many refugee crises our planet has faced in recent years.  From Afghanistan to Sudan, millions have been displaced as they flee war, poverty and oppression. 

Organizations, including the UN, struggle to process the massive waves of people searching for safety and an opportunity to live life with dignity, leading to a greater need for integrative services in countries offering asylum. If you have been exploring the NGO career path, here are three of the best known resettlement agencies:

International Rescue Committee (IRC) 

If you’ve ever spent a considerable amount of time on YouTube, you might have come across a heart-wrenching ad from the IRC. The IRC helps displaced people within countries in crisis. Provisions in crisis areas include shelter, cash assistance, food and water. Programs elevating long-term growth in-country include access to education, minority empowerment (working on policy with local governments), health programs treating preventable diseases and ensuring access to reproductive health. 

In situations like Ukraine where safety is not guaranteed, many find themselves leaving their home-countries entirely. IRC offers resettlement services helping refugees in their transition to the United States, where they receive assistance in a variety of areas including medical, housing, education, legal services, employment and more. 

World Relief

World Relief is a Christian organization founded in 1940 to provide recovery aid after World War II. Since then, World Relief has joined President Kennedy’s “Food for Peace” committee, responded to earthquake disaster areas, and provided aid to thousands of refugees. As of 2015, World Relief has worked in over 100 countries, has partnered with 6,000 churches, and has recruited over 95,000 volunteers. 

Much like the IRC, there are departments supporting refugees including immigration services, youth support, case management, education, and employment.

Refugees International 

Refugees International is an advocacy group founded in 1979 in response to the crises in Vietnam, Cambodia, and Laos. Their main functions are to “investigate displacement crises, create policy solutions and advocate for change”. Their Refugee Advocacy Lab dedicates resources to working with US representatives on creating supportive policies for refugees among other efforts.  The four main issues this organization focuses on is climate displacement, Covid-19, access to employment, and minority empowerment in over 40 countries.

Career Spotlight: Environmental Organizations

If asked to name a concern of global importance, many Lawrence students would cite the changing climate and its impact on the environment. Some go so far as to declare environmental justice as their desired career path. In fact, some past Lawrentians have already done so, choosing to turn their passion for the improving the environment into a career, by working for an environmental organization. 

While environmental organizations may occasionally be a private company or corporation, most of the time, such entities are part of local, state or federal government, or they may be a non-governmental organization (NGO), or an intergovernmental organization.  In addition to climate change, other environmental issues they focus on include pollution, waste, resource depletion and human overpopulation.

In the United States, the primary federal government agencies tasked with serving and protecting the environment include the Department of the Interior, the Environmental Protection Agency, the Fish and Wildlife Service and the National Park Service.  Most states have their own versions of some of these agencies as well. 

The list of NGO’s in the United States and around the world committed to environmental protection is too long to list, but you have likely heard of many of the larger ones, including the Sierra Club, the National Wildlife Federation, the Environmental Defense Fund, and Greenpeace

All of these government agencies and NGO’s hire interns, so if you are looking for a place to get hands-on experience in protecting the environment and fighting climate change, consider a summer internship for such an agency or organization.  Please note that government agencies hire their summer interns very early, so you should start looking as early as this fall for internships in the summer of 2023.

Another great way to get experience in this area is by joining one of the many Lawrence environmental clubs and organizations, some of which are Greenfire, the Lawrence University Environmental Organization, the LUCC Sustainability Committee and the Sustainable Lawrence University Garden (SLUG)

A Career in Public Policy? Public Administration?

For those of us majoring in government, you’ve probably heard the terms “public policy” and “public administration.” You might not, however, know the difference between these terms. Broadly, public policy usually refers to positions that focus on the designing of policies and public administration typically refers to governmental positions that oversee the implementation of said policies. Yet, what do public policy and administration jobs typically look like? And what educational background does one need to get to these positions? Read more to find out…

 Public Policy

Jobs in public policy are quite wide-ranging; however, they tend to be found in government, and government adjacent industries. An archetypical job in public policy is the position of policy analyst at the Government Accountability Office (GAO), an agency which “provides Congress, the heads of executive agencies, and the public with timely, fact-based, nonpartisan information” pertaining to various policies (“For Congress“). At the GAO, a policy analyst is responsible for reviewing federal government policies through a detailed statistical analysis and subsequently succinctly recommending modifications for programs to various members of congress. Another good example of a typical career for a public policy major is a position as a lobbyist. In fact, it is hard to imagine a good lobbyist, whose job it is to convince politicians to introduce or modify legislation, without a strong understanding of policy design.

Should careers in public policy sound interesting to you, a master’s in public policy (MPP) is probably something to consider. An MPP prepares one for a career in public policy through courses pertaining to different forms of statistical analyses, as well as courses focusing on different iterations of public policy such as policy evaluation (determining whether a policy has worked and potentially trying to improve it) and policy analysis (designing a new policy from scratch) (“Master of Public Administration & Master of Public Policy“). An MPP tends to take between one and a half and two years to complete when working as a student full time. Costs vary widely depending on university and the amount one receives in scholarships.

 Public Administration

Unlike those working in more public policy-oriented fields, Public Administration is typically characterized more by human interaction than data analysis. Similar to careers in public policy, public administration jobs can be found in a broad spectrum of areas. A good example of a typical career in public administration is that of a city manager. City managers are responsible for leading a team that carries out the policy of elected officials. As the name implies, it is the administering of public policy that occupies the focus of the public administrator. If public administration sounds interesting to you, but your interests lie outside of the government’s purview, a career as the director of an NGO is a strong option. NGOs in the U.S. are often funded by the government in exchange for their delivering of some sort of governmental service. In this context, a background in public administration, which ensures that the director fully understands the system of which their NGO is a part of and can competently lead workers, is priceless (“What Is Public Administration?“).

Should careers in public administration be interesting to you, the aptly named Masters of Public Administration (MPA) might be the right choice for you. Compared to an MPP, an MPA is more oriented around “leadership and management skills [necessary] to successfully plan and manage complex policies” (“What Is Public Administration?“). That being said, MPA students still receive training in data analysis skills, just to a lesser degree than MPP students. Just as an MPP, an MPA can usually be completed in two years.
